About two years ago I was driving in Manhattan and found a parking space in Chelsea in front of a four story walk-up that had a canopy in front of it. As soon as I parked a woman came running out of the building yelling at me for parking illegally. she said that it was a no parking zone and the space was reserved for tenants so they could unload their "stuff" from taxi's and private cars. Huh? I ignored her. When I returned there was a flier glued to my windshield informing me that I was not welcome in the neighbor hood and my car was reported to the local neighborhood watch and precinct. I removed the flier and reported it to the local precinct. As usual nothing happened.
"It's technically an an "awning," Building Code-wise, and not permitted to project that far. The supports require a revocable consent from the DOT. Emma Berenblit's the director of Revocable Consent. Not that she'd grant one for that."

I thought DOT banned these eyesores not too long ago.
Is there a permitting requirement for these? It is a permanently affixed structure, like an awning.
Besides, what's the criticism here? Adding a little texture to otherwise bland rowframe facades is no good?
