Zillow scrapes a lot of sites to aggregate their listings due to fear of missing out. They do so poorly. But it is not hard to find listings that say "legal 1 family used as 3 family". -somethingstructural
zillow has nothing to do with this listing. the agents don't work for zillow, they work for Prime Realty. Its also being sold in a reserve auction, sold as is. Minimum bid $699,000. carry on.
So why doesn't the city require the real estate industry (agents, brokers, websites) list information accurately and provide background info as to whether the previous owner, investor took out the proper permits to convert a home.

Due diligence is always, always on the buyer. If the city mandated this, the burden would be on the city - not even the seller - to establish its legal use, which is a fucking headache for anything that predates a certificate of occupancy. There's way too much liability there. The buyer is already supposed to convey what they know, but so long as they disclose in the contract of sale that it's a legal one-fam there's not much that can occur. -somethingstructural
