For 35 years, Marvin Schneider came here like clockwork to wind the rare mechanical clock atop this 19th century Tribeca office building.
"I would wind them and it would be good for a week," Schneider said.
But that stopped in March after the developers, who bought the landmarked building from the city, blocked Schneider and the public from coming in. The clock, now covered in scaffolding, has been stuck in time ever since.
"It stopped working at 10:25 or so," he said.
The El Ad Group and the Peebles Corporation plan to rip out the mechanical clock in order to convert the tower and the rest of the building into luxury condos. The developers declined comment.
The Landmarks Preservation Commission approved the overhaul last year.

Isn't the Landmarks Conservancy run by Peg Breen ... who used to work for Vallone Sr when he was on City Council?

Wow. Why does the commission even exist?
Hell, the Commission approved the Steinway Mansion with tie rods IN the landmarked lot.
Its an open secret for some time that LPC is putting together reports for developers showing where sensitive areas are (as abandoned cemeteries) and where it is okay to develop. These reports are not open to the public like local historical societies.
The 50th Anniversary of LPC could have been used as an opportunity to make things real.

The landmark status was to shut you miserable, whining, annoying, lowly subjects up until the right people with the right price came along.
It is funny how you expect these people to follow the rules.
The laws are now only to control you.
Remember the Bill of Rights was a list of limitations on GOVERNMENT, NOT WE THE PEOPLE!

How about landmarking the city's housing projects so that the homes, businesses in the areas surrounding them could grow in value.

Not from what we hear. People are clamoring for more.
Its a bit like nested Russian dolls. You open one issue and find another. Forty years of a malevolent swamp sill take some time to drain and fumigate.
