If a city employee is required to hand in the placard upon its date of expiration but failed to do so, wouldn't that constitute "possession of stolen property?" That's a criminal case.
I am not kidding because back in February, Brooklyn DA staffer Christopher Carrion was charged under this law for using a co-worker's badge to score a free parking spot near the Brooklyn courthouse.

Really? The Helen Marshall placard expired when Helen Marshall left office. And that placard was only good to park in the lot at borough hall.
Bet someone at city hall voids that summons......

If the date is obstructed it should be considered expired anyway.

Probably not a cop but a TEA, they'll ticket anything, even a marked RMP.
If it was a cop I guarantee you he is working in The Bronx or Staten Island now.
The ticket should have been issued in any event because the placard was obscured. In this case by the registration and inspection stickers.
At expiration, holders of these placards should be required to surrender them to be destroyed.
Marshall is about 85 years old. Does she get a senior citizen discount on summons?
