Lots of homeowners have pipes running from their basements to the outside of their houses.
Excessive paving means the water has nowhere to go but the basement, and then when it's pumped out, it has nowhere to go but the street.
This contributes to the overburdening of the sewer system.

shouldn't those pipes be connected to the home's pipes that lead out to the sewer? can't the city fine these people for pumping waste water onto the streets?
It's a DOB violation have runoff spill onto pavement, where, during the winter it will ice up and present a slip hazard. But really, who cares? Not DOB.
What is the city policy on sump pump or even gutter draining... I have been trying to look it up to see if I have a legal right to do so or not?
