The NY Times has a "tour" of voting blocs throughout the City.
The problems (and the fun) start when those blocs don't vote the way they're "supposed to."

I don't see that as "pandering" -that is just representative politics.
"Pandering" is when tiny minorities such as landlords, developers and other special interests get outsized influence via campaign contributions and lobbying.
Here are some of the lower tier groups not yet represented: 1. Angry White Civics: Middle Village, Maspeth, Ridgewood. Conservative in outlook, but failed to defeat Markey or resurrect St. Savior's. 2. Bukharians: big mansions, but low turnout. Safe for incumbents. 3. Union bloc communities: Electchester for example. 4. South Asians: Hillside Avenue plus Jackson Heights. 5. Indo-Caribbeans: Rising in numbers, but setback with Baldeo.
Illegals are safe for incumbents in redistricting years because they count for redistricting but don't cost the campaign a single penny since they can't vote
