These photos were all taken on one side of the street along a block in Astoria. How do restaurants get away with taking up public parking spaces and putting objects in the middle of the sidewalk?

Helen Marshall granted them permission after chugging down a keg of draft.
Yea, that looks like its near Vallone's Studio Square beer garden that caters to wallyo wanna-be faux hipsters from the - ah-hem - construction trades.
A. Citizens complain to local politician B. Local politician complains to Ray Kelly C. Ray Kelly Complains to Borough Chief D. Borough Chief complains to precinct commander. E. Precinct commander complains to Lirutenant who complains to Sergeant who complains to sector cops. F. Sector cops write summonses to restaurant/club. G. Restaurant/club owner complains to local politician and local news stations about being unfairly harassed by cops. Meanwhile, summons gets dismissed by ultra liberal judge. H. Sector cops get dragged to CCRB and lose vacation time for harassing club for "no reason". I. Sector cop leaves NYPD and joins suburban police department. Replaced by impressionable rookie who will do his best until he too is similarly hung out to dry by the powers that be.
I guess you didn't see the valet standing on the right in the photo. The barrels and bollards are to pull up to so the valet can park your car elsewhere on the street.

Why your neighborhood is full of Queens Crap
"The difference between dishonest and honest graft: for dishonest graft one worked solely for one's own interests, while for honest graft one pursued the interests of one's party, one's state, and one's personal interests all together." - George Washington Plunkitt

The same shit is going on in Little Neck at some Italian mobbed up looking restaurant on the south side of Northern Boulevard.
I can't recall the exact name of the offending eatery.
There they have tough guys parking patron's cars at the curb out in front. I wouldn't mess with these guys.

Translation to Vallonia speak: whatcha problum?
palm greasing
Stop the Vallones! God save Queens!
Never mind Elizabeth.
The Queen of England can fare well enough for herself.
I can understand the motivation for "reserving" parking spaces and the intimidation factor should you assert your right to park in a public spot.
What I don't get the reason for the barrels on the sidewalk unless its a misguided attempt at advertising.
Nice legs in the first pic

In Manhattan, vendors block express buses by hawking ware on a board over a trash can
Just move the plastic poles and park your car. What's so difficult about that?

I am sure that city council can get focused and change the laws or get their messenger boys in the Albany legislature to submit bills.
They are too busy with development and know something like this hurts development so they will do nothing but lip service.
