HA! These people should live here on the upper east side. The area right near Central Park in the 70's and low 80s along with stretches of Fifth and Madison ave rarely sees a month w/out a shoot.
There is often some asshole with a walkie-talkie trying to tell resident when they can, or can not enter or leave their building.
I saw a humorous case on Park Ave at 80th street a while back. Some big black goon from a shoot was telling a woman she couldn't cross a line to enter her building on the corner.
This well dressed middle aged women replied "oh fuck off I live here" Walked right past.
As far as not using neighborhood vendors and such, a lot of this gets back to union work rules for SAG, AFTRA and various crafts. Things like catering and base camp (dressing rooms) are laid out via agreements.
Realistically, that is not going to change.
As annoying and inconvenient as it can be, this industry brings in a LOT of money for the City and tangentially it boosts the City's image encouraging tourism and investment.

I think the problem here is that local politicians and their ilk are not getting enough boolla to give them incentive to shut (or as is their habit - ignore) the locals.
That neighborhood hasn't beem safe for decades. I remember one evening in the mid eighties, I heard a girl screaming from the top of the silvercup sign. I looked up, and two maniacs were swinging away at each other with swords. I heard one of them screaming, "There can be only one!", and next thing you know, one of them gets their head cut off, right before a huge freak lightning storm erupts from the roof of the building. Nothing in the papers about it the next day....
