NYPD turns blind eye to suspicious truck


"Can you see this truck?? If you can, then your eyesight is better than the NYPD's.

This illegally parked tractor trailer has no license plates on either the cab or the trailer and has been parked on Atlantic Avenue since about 4 PM on Saturday with the compressor noisily running the whole time.

Calls about this have been made to the 102 Pct. and 311. You know what the response is??

"The Police Department responded to the complaint and determined that police action was not necessary."

See? Same response I get when calling 311 on noise and illegal parking complaints.

311 is a joke. It needs to be investigated. Right now you're wasting your time calling 311.

Is there an IT savant out there in Crapperland who can explain exactly WHAT happens after a 311 complaint is made? The 311 operator sends an email to the precinct and the computer guy at the precinct then throws that email into the cyber garbage? The email is cc'd somewhere for an independent follow-up? Just what goes on?

Wow, what a surprise.First your on hold for a while,then your told that your complaint would be handled as an non emergency complaint(when the police have time) and sometimes depending on the agency involved it could be a 3 to 7 day wait or longer.
Great system if your doing something wrong- bad system if your the homeowners who is effected by these quality of life issues.

This needs to stop. Which means we need to put effort into getting action first - than enjoy the luxury of b-ing and moaning about 311. So:
1. get your local precinct number and call them directly, and;
2. when you call 311, ask how long for a response, then write your complaint number down and call when there is no response within the alloted time.
3. contact your council member about non-responsive 311 calls. Ask if there are repeated reports of similar nature (53' trucks idling) and a pattern of disregard from City agencies. Ask when to expect a response, and follow up.
4. civic/community group -and if it doesn't exist, form one - get more response, because they represent a group rather than one disgruntled person. The civic should send a letter, copying all: Council, State, Fed, Boro Pres, DEC, NYS Transit, NYPD.
Don't lose focus: the point is to deal with the specific issue, not the system... and, btw, getting the problem dealt with actually helps to fix the system!

Notify IAB. Apparently the responding cops didn't properly investigate, and they gave back an improper disposition for the job.

311 is worthless, what does NYC spend on this service and who gets the money! Follow the money. Someone reported water pooling in the street in front of their property and then received a threat from the City to remove the water pooling on their property.
And by the way NYPD never interferes with trucking throgh residential neigborhoods in Queens, that's unwritten policy.

I've called re all the commercial vehicles park on residential streets. I get a confirmation # which I check on line the next day. It says the 104 checked it out and the vehicle was no longer there; meanwhile it was there the entire weekend. What a complete joke!

I'll try to explain what happens in a nutshell. The complaint goes to the pct. Then an officer or sgt clears them out of the system so they don't get backed up. Rarely do the police respond to 311 complaints. The easiest way to clear them out is to say there was no problem. Now what is being done is wrong, but before you blame the cops for this situation, keep in mind that there may only be 2 or 3 cars out there at a time and it's impossible for them to respond most of the time. This is what happens when you overdevelop, add new responsibilities to cops and then slash the police force.

They do write a few off-truck route tickets. You can see how many in your precinct through July here.

A #9. Doesn't believe this truck had no plates? You're wrong. There are a series of trucks which park on Atlantic Avneue with no plates. Have a look at the Budget rental trucks at the Shell station by Woodhavee Blvd. They have none.

DMS Trucking has a tractor trailer that they remove the plates from while it's parked - and return them when they're ready to roll. I had been wondering why would they do that. A #10. answered that for me.

Try making a garbage complaint.
311 saids in their scipt response time can be anywhere from three to seven days for garbage complaints.
When Sanitation finally gets to the complaint it's usually no violation warranted. Just hearing 311 say this is stupid and frustrating.

Does anyone else here think that the NYPD might have taken a bit too much of the counterterrorism responsibilities in the city? Yes, they DO serve a purpose in the overall scheme of fighting terrorism, but it is primarily a federal responsibility. The NYPD is a municipal organization, tasked to address the common crimes and conditions of the people of the city. They should get back to the crimefighting business, and while still staying abreast of terrorism trends and alerts, they should leave fighting terrorism to other qualified agencies.

Thats the only response I have ever gotten on 311 complaints for the police department. Usually what I have to do to get any kind of action is make 2 or 3 complaints over a period of a day or so and after they are all found not necessary I call the community affairs officer with the service request numbers and ask what is happening. They then attempt to take care of it.

Crapper, you say the 311 complaints are cleared out of the system by someone at the precinct. I respectfully ask how do you know this? You had inside information? It's a guess? You saw it actually occuring?

If there are "2 or 3 cars out there" what are they actually doing "out there"? How many cops are on duty in the precinct during a shift? And what are they in fact doing?

How long does it take to write up a ticket for noise, garbage, or illegal parking. Ten minutes tops?

What exactly are the cops doing after they punch in until they punch out?

Just say you've seen a middle eastern man lurking about from time to time.

Like if you call 911 the cops won't respond quickly unless you say you saw someone with what you think looks like a gun.

You can always be "mistaken" about what you saw later....so that's no false report on your part.

Citizens have to learn to stretch the truth a little to get immediate response.

Or you can move into Bloomberg's nabe and get ala carte deluxe service.

WHERE'S MOCKER???? Lets get him to do a story on why so many calls to 311 are marked unfounded. This is not just a problem one or two people are having. A lot of people are saying 311 is not handling jobs correctly. It is not just limited to the police either, it is the same with parks, sanitation, DOT, and DOB.

1. Want to report a suspicious vehicle? If you call 3-1-1, the NYPD instructions are to bring on 9-1-1.

Or, do it yourself: If you go to 3-1-1 online, nyc.gov/311, and search for "suspicious vehicle," the instructions are: "Call 911 to report a suspicious vehicle."

2. Want to report a "derelict (abandoned) vehicle" with or without plates? You can report this yourself at 311 Online, nyc.gov/311.

3. Want to report an "idling vehicle"? Both NYC & NYS have anti-idling laws. Call 311.

4. Want to report "noise from a vehicle"? Call 311.

5. Want to report "illegal parking"? (a commercial vehicle parked overnight on a residential street). Call 311.

311 is a call center. Your complaints/reports are transmitted to the responsible agency. If the agency does not respond to your complaint, call your community board, which acts as an advocate to the city government, to city agencies. Each agency has a liaison to each community board. Call your city council rep. Still no response? Call the Public Advocate.

I think that georgetheatheist has asked THE question: "What exactly are the cops doing..." I believe that the problems we are all encountering with non-response from the police is systemic and that it's high time that another Knapp or Mollen commission looked into how they operate.

They're responding to crime reports. Listen to a scanner sometime and you'll understand. And let's not forget the crime stats are bogus, so there is a lot more crime happening than they record.
