Midtown and the tourists were getting full AC, frigid fresh air, while my little window unit uptown is struggling to make it to 80 deg. Believe me, infrastructure is in great shape wherever the tourists or the wealthy live and work.

Its the same way on the Queens waterfront - when the big blackout hit a few years ago, everyone knew the Tower People had electricity while Woodside and Astoria, (which paid their utility bills thinking that their service would be maintained) actually had monies diverted to the waterfront for plugging in the tower buldibngs.
Yup, the old customers paid for capital improvements that ended up benefiting people that did not even live there yet.
If that was not bad enough, the Queens media refused to cover this, and when Queens bloggers had their faces forced into this, all they did was mechanically state that its 'Con Eds' fault mouthing the unsubstantiated claims of 'Slippery Mike' Gianaris.
