City's long-term housing plan a bust?

From the Gotham Gazette:

Looking at the city's long-term housing plan, you would never know there had been a bubble or that we cannot simply build our way out of any crisis. The PlaNYC2030 four-year update, released on Earth Day this year, is all about building hope and enabling new apartment construction. With its penchant for numerical targets, the plan focuses on how many homes the city plans to create and preserve by stimulating growth through zoning changes.

One of the plan's goals is to have completed 165,000 affordable units by 2014. Almost two thirds of these will be renovations of existing units, and only one third will be the result of new construction. All accounts suggest that numerical goal will be met, though it's not clear what is expected to happen after that – almost certainly under the next mayor, who may very well ignore this administration’s plan altogether.

As commendable as the accomplishments may be, meeting the 2014 target will not solve the city's more deep-rooted affordable housing problems. The city’s housing plan is all about increasing supply, mostly by encouraging market-rate development, yet the real crisis has been the loss of existing affordable units. If the past is prelude to the future then the city may end up losing more affordable housing than it is able to create. The mayor has on many occasions claimed that attracting more people with higher incomes is a sign of a successful city, yet more upscale housing is likely to increase rents and house values in existing affordable neighborhoods.

How does putting more units on the market increase the existing stock's rents??
By increasing supply you should be decreasing price (econ 101).
Only in NYC is this turned on its head.

If they stopped plotting for a minute and did some real planning it might not be so!

I never understood how another million people would make my life better - who would be paying or the infrastructure - or why my taxes should go to someone who doesn't even live here yet while my current services suck.

To make housing affordable is very easy:

1. cut out the honest graft, tweeder programs, and real estate tax breaks to developers.

2. when (1) happens, you have more revenue that is actually spent on real services - you can then cut taxes. Instead of building 1000s of units just adding to the congestion, more disposalable income means apartments become affordable for millions.

3. stop the Sanctuary City - you cannot get a lease if you do not have papers and the landlord faces stiff fines for illegal tenants and conversions. Demand drops and rents come down.

Sometimes life can be very simple.

... and the second stringers in office that don't know the first thing about what is good for their community.

When the shit hits the fan with this economy and all that wasted money poured into buildings there is going to be hell to pay.

Acting like 2nd graders is not the answer and goes a long way explaining why we are in this mess.

Did you know that the first Earth Day (April 1970), in Phila . Pa. was hosted and master of ceremony by a convicted murderer,IRA (The Unicorn) EINHORN ?He is serving life without parole for killing ,"composting" his girlfriend in a trunk and secreting it in a closet for months.
He claims that he launched the first Earth Day, but others keep their distance after his conviction.

Allen Ginsberg ,a member of NAMBLA, (North American Man-Boy Love Assoc), Homo /marriage supporter,Homo/poet, was another founder of Earth Day ,in 1970.

"The state housing agency's records show that the rate of loss now exceeds 13,500 rent stabilized apartments every year. And because landlords are not required to report every apartment they take out of the stabilization system, the real number is certainly higher than that.

Getting back to reality, the City's current housing crisis is the -direct- result of poor choices voters made back in the mid-nineties.

Deregulation was a disaster in the 1971-74 period, so much so that even the republican Gov Rockefeller signed the ETPA of 1974. While that gave New Yorkers a degree of renewed protection, it left a critical portion of our housing laws in the hands of upstate hicks and their bought-and-payed for henchmen the gop.

Once a character such as Pataki and small town crud like Bruno were in place, what happened was inevitable.

If you are looking for atleast one cause of the terminal situation the gop in NYS finds itself in, he you go. New Yorkers don't like landlords...and don't like getting fucked --and that is all the gop has done to us.

like at Sky View Parc in Flushing.

Notice the high vacancy rate in Queens West too?

to a more manageable housing market:

#1. pull up the gangplank

#2. close the immigration door

#3. expand rent stabilization

NYC is choking on pollution and overpopulation.

It cannot provide adequate services for the residents it already has.
