I live on track front property in Elmhurst and I see them clean maybe once every 2 years. But only alongside the tracks. Impossible to maintain it though.
There used to be a lot of brush fires along the freight train tracks that started with all of that garbage.
I really hate to say this, but CSX did not litter their own right of way. Their 2 trains per day pass through. They're not dumping crap on their own property. The trash you see along the tracks is all trash that AREA RESIDENTS threw over the side of overpasses.
They could try to keep it cleaner, but frankly, it's their property, and I've seen people with worse looking front laws.
Maybe CSX should sent their police (yes, there is such a thing under federal law) over and start ticketing the real problem here: the litterbugs and people who think they're too good to use a trash can.

It's probably highly illegal if any civilian did it too. That whole line is terrible. who's that guy with mocker?
He called CSX Railroad and told them "to get on the ball"?
