Strange DEP notice

Spotted this on a sidewalk in Maspeth recently. When I saw the word "Violation" on it, I decided to pick it up. It was quite enlightening.

"Dear inhabitant of Bloombergia:

You probably drank some dirty water last month, but it won't kill you. There's nothing we can do about it, but we thought we'd let you know. We're hoping it doesn't happen again. Please tell everyone you know because we don't have the staff, time or money to do a proper notification.

Sincerely, DEP"

Why not just word it plainly?

So they missed 12 days of monitoring, big deal. The water was still monitored at testing stations in the city. The water is consistently monitored, do we ever hear of a problem with the quality? On occasions there have been signs of turbidity (which doesn't pose a health risk) in the water, mostly in the Croton system which is currently offline.
This was a slip up with no negative consequences at all that I am aware of, but legally the DEP is required to notify the public, which it is doing. That insert was included in the DEP water quality report that is sent annually to every household in the city. Crappy, you're trying to make a story where there is none. Leave that to the TV anchors.

Why not word it plainly? Because someone has a buddy with a printing shop and they charge the city by letter.

Yes the insert was in the report most people never read, nor do they read inserts that fall out. But nevermind that, why is it acceptable for DEP to screw up like this? This could have been a serious issue an for all we know it might be. I for one do not totaly believe them, do you?

THAT IS AN INTEERESTING COMMENT. ISN'T SOMEONE ON CB7 A D.E.P. COMMISSIONER OR SOMETHING LIKE THAT? ISN'T THE RUG TRADER APELIAN OF CB7 A PRINTER?

I SMELL SOMETHING HERE.
