Because unfortunately that would make just too much sense.
When it comes to cars the City doesn't mess with commercial entities. Towing comopanies, used ar lots, auto repair, etc. Taxis are operated by individuals, so they do sometimes get tickets. But do the owners of multiple licenses get tickets? not.
new, young chauffeurs can not earn a living after paying the traffic agents fines, who constantly are stalking the coffee shop(lavatory) locations in Manhattan.
for hire cars are a need in n.y.c.,but you must have a P.H.D. to navigate all of the traffic signs that the psycho-bike-o Sadie has had placed on intersections.
some drivers do abuse ,but others are trying to make an honest living and obey all the signage.
