This is typical for this side on Middle Village. Come check out the 18 wheeler trucking rig one of my neighbors likes to park overnight on the "sidewalk" up 78st between 69rd and upper copper ave. Or the Russian, that just moved on the block, that uses the block to park his 3 commercial construction vans (Taurus Construction Corp)every night. Since the 104 hardly comes back here...NO ONE is getting any tickets.

I've lived in NYC all my life and always in a rental, so I had no need to know this was law. NO ONE would know EXCEPT the author of the story - seeing completely paved over yards today is commonplace - the post could have been written better.
This is the fault of our flawed building codes in this city that were "supposed" to be overhauled but in reality were not and in fact will cause more of this for years to come.
As long as we have a Department Of Buildings that is not policed by an outside independent unit, this will continue and destroy what little is left of our once great city. And that, folks, WILL NOT happen as long as Bloomberg, Quinn, Marshall and the rest of these criminals are still in office.
So get used to this, it's not going away and it will get worse, because anybody that does this and gets away with this,
