This tree was not killed, it will start to grow back in the spring. Willow trees need to be cut back once in a while or they become too big and heavy, and a major gust of wind will rip it right out of the ground. Sure it doesn't look so great now, but it is to the benefit of the tree in the long run.
Agree, like rose bushes, the willow can take deep trimming and come back. Its a heavy tree with weak branches. In a major windstorm entire sections can break off.
