This is the low-lying fruit of television news reporting: petty abuse of authority. The gutsy thing would be to confront the NYPD placard users as they were returning to their cars at the end of the tour and ask them why they don't just park legally and why they expect not to be ticketed as they go out to ticket others.
It's funny how this sense of entitlement runs from the NYPD through all the public sector employees when it comes to parking. It's sort of the gateway drug of political corruption.
