so how come they don't arrest people who really DO something illegal?
"Crime control while RESPECTING peoples rights".... HA, the NYPD are the MASTERS of disrecpect, uncourteousness and violating the rights granted to the people from the United States Constitution.
We should all just start filing an internal affairs complaints against the officers claiming it was a quota ticket, and lets see how fast this all stops.
