JFK runway situation troubling

An air traffic controller at Kennedy Airport told Fox 5 that a runway situation at the airport is so complex that the controllers are just trying to hold on.
Controller Stephen Abraham, who is also the union president, says while the main runway is shut down for repairs, departing planes have to cross runways twice, which concerns the controllers.
The FAA procedures say they never allow the crossing of a runway until it is clear.
But Abraham says that every time a plane crosses a runway, there is an opportunity for something to happen.
The FAA says it has worked closely with the airlines to ensure safe operating procedures at JFK for the bay runway closure.
