That is a short truck, probably shorter than a parkway bridge. It is short enough that for the most part, the driver probably didnt think much about the clearance. Possibly hit a parking garage or something. I have seen this truck on Maurice, whatever it hit was VERY low. Anybody can drive one of these trucks, it does not require a CDL license.
I remember seeing a truck trying to get under one of the LIRR trestles on Liberty Avenue a number of years ago. It made a weird swooshing noise as it got jammed under the bridge. It would have been really funny if it wasn't so damn dangerous.

More likely they ignored the signs that warned them OFF the parkway and a bridge did it.
