Some readers like myself don't know what's going on here: (1) Was the construction illegal and the laws not enforced? (2) Was the construction illegal and made legal by an exception or variance or whatever it's called? (3) Was the construction legal according to the current zoning, and it's merely an eyesore?

No this is cheaper. Most SqFt for the buck is the only goal.
Do you really expect someone who is dumb enough to invest money in a house that size ACROSS FROM A HIGHWAY is going to have good taste?

No, it would cost a few pennies more. I'm sure they just grabbed whatever was overstocked at the supply yard.
