The entire exercise designed to make a body whose existance was to increase community participation yet another excuse to make a community powerless and give them an excuse (its hoped) to stay home.
So why haven't they put pilings down and land filled in the last 6 years since the sight was demolished? Why have they left the land fallow? They had plenty of time before the economic collapse to build there. I really don't think the bedrock its there till over several hundred feet. They didn't do their home work as well as the developer was trying to flip the property, undeveloped for 28 million.

This seems to be a fairly common problem in Queens (in the the other boroughs the community boards are, for the most part, very different).
Who trains these people?
How do we make them accountable to the grassroots?
Why can't we have a clearing house so that other communities can monitor what is going on elsewhere?
Obviously if these people mismanage their community, the repercussions blow back into the faces of other communities.
