City workers today finally fixed a clogged sewer that was spewing feces and other human waste into the Arthur Kill -- nearly a year after a Staten Island fisherman first reported the problem.
...Robert Skonieczny, who has a boat at the adjacent Tottenville marina, said he first complained to the city nearly a year ago, after he noticed water around the marina turning muddy and smelly. He eventually traced the problem to a nearby storm drain where he found feces and other waste leaking into a marsh that feeds the bay.
Skonieczny said he called 311 to complain, got a tracking number and a call back from someone who told him an investigator would be dispatched to the area.
He never heard anything after that and things "just got progressively worse," Skonieczny recalled.
Water and waste, including what appeared to be feces, feminine hygiene products and toilet paper, continued to pour out of the pipe, fouling up the surrounding water where people fish, boat and ski in the summer months.

It has been flowing from a fire hydrant for years...

Actually, that leak isn't from a fire hydrant - it's the onld creek/river trying to come back to the surface. The land fill has compacted/sunk, and the water table is up. Gee, build on a spring, wonder why things get wet
