The tree roots need to breathe.
I live near Holy Cross Church and my tree pit is filled with cigarette butts on Sunday morning from all of their parishioners.
you can be trained to be a tree steward by the City, get materials for free.

one of the problems with city
trees is that the soil gets impacted in the pits, by turning the soil over with a trowel, you will help the tree be able to absorb rain water. first you got to clean out all the garbage idiots dump there.
the one with "sand". I've seen that in my neighborhood, it's kitty litter with the kitty poop in it.
I have seen many people purposely harm trees and put garbage in tree pits. why do they do that? who do they think picks up the trash?
how about those horrible people who cut trees down?
and with all those ass holes and their dogs pooping every where?
