Yesterday on 55th Avenue in Maspeth, Crappy caught VIC Contruccion washing concrete debris off the sidewalk and into the street, where it made its way down the sewer.
I don't know why we flood in the summertime...

Just about every construction site does this and I am glad you caught them red-handed. I wish DOB would.
