And here we have the Astoria Park dog run. It's in such terrible condition that it's no wonder that no one was using it. There were, however, dogs running all over the rest of the park...

The city takes this stand so that they need not maintain dog runs. Solutions please?? Gate dog runs for only those whom pay an additional license - $200 annually to use the space. Limit dogs in Parks to the designated area if license is current. Eliminate unleased dogs in Parks at night. Fine owners @ steep $500 per incident. I have been bitten by dogs 2x. I like dogs but they do not like me. Most owners are good and responsible for their pets. The small majority are those I want to target. Queens parks are already troubled and teeming with humans, some which are worse than dogs, however there should be a price on the privlege on owning a dog in this city.

Let the dogs run free in the park so long as they are muzzled and the owners pick up after them.
That's how its done in Europe.
