This looks like an eastern version of a building type seen in the old western movies.
You know.....the kind with the rickety wooden outdoor staircase, above the town sheriff's office, that leads to the "living" quarters above the jail.
So now it's made of brick, cement and iron. Big deal......it's still has a crappy low class look!
Maybe the owners plan on running a saloon below with the whores' bedrooms above to service migrant workers or cowpunchers returning from a cattle drive!
The ironic thing is that though the owner of the building did something illegal by adding another apartment he did the absolute right thing by adding the staircase in accordance with fire safety regulations and as a result got ratted on. There's some moral here but damned if I can figure out what it is.

It was closed because they didn't answer the door. I'm sure there's still an illegal apt inside.

Homes 3 floors or less do not have fire escape requirements.
One of those roll-up ladders would have sufficed.
