I agree that this is a waste of money, and about the lack of transit in SE Queens. The Merrick Boulevard "BRT" bus improvements (see this 9MB PDF file) won't be enough.
In 1929 there was a proposal for three new elevated trains serving SE Queens: one along Liberty, 105th, Brinckerhoff and Hollis Avenues, one along 120th Avenue, and one along Van Wyck Boulevard. That was almost eighty years ago, though, and I'm sure things have changed since then.
I think it was planned awhile back to make the airtrain a loop from Manhattan to JFK to LaGuardia, back to Manhattan. The LGA connections were nixed, but this may be a continuance of that old plan.

Starting in 1968 the MTA worked on a plan to connect the E train to the Atlantic Branch of the LIRR, stopping in Rosedale, Laurelton and Locust Manor, but that was abandoned for some reason.
What do you think should be done? If it's a subway extension, where should it go? More express buses? Better "BRT"? Light rail?
