This is happening halfway around the world but sounds an awful lot like what contractors do to day laborers here:

So far and yet so near...
So many immigrant advocacy groups are out there pushing for 'affordable' housing, yet not one, to my knowledge, goes after landlords or employers endangering immigrants.
